Sugar Land Women’s Empowerment Network

Celebrating the “Women Who Empower” Award Recipients

Last Thursday was one of those nights that leaves you feeling proud to live (and work) in a community like Sugar Land.

On January 29, 2026, the Women’s Empowerment Network gathered at Sugar Land City Hall in the Cane Room to celebrate women who lead with heart—and we’re thrilled to share that Pat Houck, CEO and owner of The House of Blooms, was honored with a Women Who Empower Award alongside two outstanding City of Sugar Land leaders.

It was a beautiful reminder that the work that often happens quietly—showing up, serving others, building bridges, and lifting people up—deserves to be seen and celebrated.

What the Women’s Empowerment Network is all about

Sugar Land’s Women’s Empowerment Network (WEN) was created to be a safe, supportive space for professional women to have meaningful conversations, build relationships, and grow together.

According to the City of Sugar Land’s blog, WEN was born during the height of the COVID-19 pandemic when city leaders saw how overwhelmed many women were while balancing work, family, and the emotional weight of the moment. The goal was simple and powerful: create space for women to feel seen, supported, and not alone.

WEN focuses on empowering women through:

  • Meaningful conversation

  • Workshops and development opportunities

  • Relationship building and mentorship

  • Whole-life topics like health and wellness, financial stability, and reclaiming your vision

While WEN began as an internal network for City of Sugar Land employees, its ripple effect reaches residents too—because when women are supported, they’re able to serve their community with even more strength and clarity.

The 2026 Women Who Empower Award recipients

This year’s Women Who Empower Award recipients represent leadership across business and public service:

Pat Houck — CEO and owner, The House of Blooms Sugar Land. Standing with Sugar Land Mayor Carol McCutcheon

Keisha Seals — Assistant Director, Public Works, City of Sugar Land

Briana Williams — Assistant Director, Parks and Recreation, City of Sugar Land

Each of these women is making Sugar Land stronger through service, leadership, and a commitment to the people who call this city home.

Honoring Pat Houck: leadership rooted in community. If you know Pat, you know her leadership has always been about more than business—it’s about people.

Pat has a way of making others feel cared for, whether she’s supporting local events, showing up for community initiatives, or helping customers mark life’s biggest moments with flowers.

Receiving the Women Who Empower Award is a reflection of what so many already know: Pat’s impact stretches far beyond the floral studio.

Celebrating the next generation: Student Women Who Empower Award

One of the most inspiring moments of the night was recognizing a young leader who is already creating meaningful impact.

The Student Women Who Empower Award went to Soni Thakkarwho created a DJ company to service nonprofits and community events—a powerful example of using talent and entrepreneurship to give back.

Why this matters for Sugar Land

Sugar Land is special because community still feels personal here. Groups like WEN don’t just talk about empowerment—they create it. They strengthen local networks, encourage service, and help ensure women’s voices aren’t just present in the room, but heard. And when leaders are celebrated, it gives others permission to step forward, too. Congratulations—and thank you to the Women’s Empowerment Network: thank you for creating a space that champions women and community.

To Pat Houck, Keisha Seals, Briana Williams, and Soni Thakkar—congratulations. Your leadership, service, and commitment to Sugar Land are exactly what “Women Who Empower” is all about.
